   This country hasn’t had a budget surplus in the last fifty years. How can you have a budget surplus when you factor in borrowing to pay your expenses year after year?

   If only we could go back to the halcyon days when the Republicans had control of the House, a filibuster-proof control of the Senate (50 votes for Republicans, 60 votes for Democrats) and the White House, we’d be back in days of massive budget surpluses.

    A balanced budget is considered to be balancing revenue and expenditures. If the budget doesn’t balance, you balance the accounts through borrowings.
