Because there are only a limited number of “Raising Duncan” strips. Chris Browne no longer draws Duncan (a cryin’ shame) because he’s busy with Hagar the Horrible.

I thought I had heard that Duncan was based on an actual dog that they owned, and when he passed they didn’t want to continue the strip.

Entirely possible. For whatever reasons, Chris Browne no longer publishes Duncan and he has taken over Hagar after his father’s retirement and subsequent passing.
