Actually, if you read the play, the line is most definitely meant as a joke about lawyers.
Dick the Butcher isn’t making that statement as an encouragement to Cade who prattles on about revolution, that is, he is not trying to imply that lawyers were the saviors of sane society and the only impediment to the crass upstarts in Cade’s gang. He is making fun of Cade’s boasting and puffery, and at the same time poking fun at lawyers. It’s been a popular joke for hundreds of years.
