Oooh… that brings up some questions, like…
-has he checked what happened down here while he was up?
-Why did they need a council and a mayor in the first place?
-Would it not be fun, if the mayor would get elected? I mean people heard him confessing he screwed up and to me he sounded very honest when he said he would do his best in making up for it.

    My thoughts:
Endtown was stagnating. The people lived day by day with little interest in their society. Now?
-The growing rift between the Rats and the other citicens will have to be dealt with.
-Also the comlpacency of the police.
-The acceptance of being mutants and the unse of resources wasted until now.
And whatever other problems smouldered under the surface

I can only think of the following:
Adrian Veidt: I did the right thing, didn’t I? It all worked out in the end.
Dr. Manhattan: ‘In the end’? Nothing ends, Adrian. Nothing ever ends.

The question is, are the rats on bpard for this too? You know, the rats outside the door? The rats that got sacrificed? And what about the mayor that got a wake up call on his duties? Is Jacob even aware that Endtown below may be even less trustful to a dictator now?
    Oh, this is getting interesting.

Maybe this was just an elaborate plot to discredit him and his followers on one side?
On the other it was a good show that the way the High Council is set up has it’s dangers?
The High Council could be transmitting from Endtown after all and yes, it would be at a terrible cost. But what would happen if someone really crazy or malcious ends up controlling the council?

One long ride down in an open elevator.
Even if the crowd uses up all the ammunition, all they need to stop the rats is a nice, large fire where the elevator ends.
Maybe it was a bad idea to have the security force living seperately from the population. We have not seen a rat having friends down there, so it will be extra difficult to talk to the people.
