My congressman, Alan Lowenthal (D-California) has introduced a measure (H.R. 2978) which would require each state to conduct future Congressional redistricting through independent commissions using very specific criteria including: districts being geographically contiguous; minimizing the division of municipalities, counties, neighborhoods, or communities of interest; and utilizing visible geographic features s for their compact boundaries. It would prohibit an independent commission from using as a criterion the political affiliation of the residents or an area for determining boundaries as well as the place of residence of any current Congressperson. Look it up! http://www.gpo.gov/fdsys/pkg/BILLS-113hr2978ih/pdf/BILLS-113hr2978ih.pdf It would go a long way, I think, toward ending the problem of gerrymandering which is very prevalent in many states.Unfortunately this bill will probably never be considered. It would require too many Congresspersons to act with the best interests of the people in mind rather than their own selfish interest.
