In theory, that is how it works. During the 2022 presidential election, that was not exactly how it worked at some locations according to witnesses. I am hoping that the counting is done correctly during the election coming up and the 2024 election.
The fact(s) only concern the number of votes for each candidate. The number of votes were manipulated through mail in ballots and street corner voting collection spots. Using both of those, I could have managed to vote a hundred times if I wanted.
