    Mickey wears pants but no shirt, Donald wears a shirt but no pants. Howard the Duck also wore upper clothing (white shirt, red tie, rumpled blue suit jacket) with no pants. After several years of success with Howard, the Disney people coerced Marvel into giving him pants so as to lessen the resemblance to Donald.

    The pants weren’t actually the killing stroke for Howard (Marvel’s abandonment of Steve Gerber’s vision was responsible for that), but it didn’t help. Then came the movie (the horror, the horror).
