That’s probably because Plugger parents are the only types who (1) are willing to make sure that they buckle down to study and (2) work with the teacher to ensure their children do well in school.

not every parent can afford that group.
and some find it more rewarding to work WITH their own kid(s). instead of paying someone else to do it for them.

I had one of my role-playing game test-players come in with that news. Because of the math needed in the games, he finally understood numbers rather than just regurgitating rote-learned tables.
