Use the toothpick or metal clip to insert/remove the dried part from the painting tube. sighhhh!

If that is oil paint, the shirt is ruined.
But, I suggest that if it is acrylic paint the best thing to do is take the shirt off immediately and wash it under running water. It is possible to get rid of all the paint that way if it is a water-base paint. I have gotten wet acrylic paint on my shirt or pants and I just wiped it off with a damp cloth.
Wildmustang1262 is right. The paint in the tube was NOT completely dried out as the strip shows.
If Earl had squeezed it from the bottom, he probably wouldn’t have paint on his shirt.
With some tubes of paint, there is a sharp pointed thing in the cap. You turn the cap upside down and use it to break the seal on the top of a new tube of paint.

If you happen to be open for some real entertainment, try softening the paint in the microwave. Instant interior decoration, take a picture of the results and enter it in an art contest.
