That finally explains why he’s over so often - I never knew they lived next door.
I do remember reading info on the comic a while back though, that said Nelson was the daughter’s son from a previous marriage.

The blinds are closed because Opal doesn’t keep hers closed. Remember the Rozanne episode when the older couple moved in next door that like to walk around the house in the buff?
