CDHPC2, there aren’t enough truck drivers because many people evacuated or are trying to survive the devastation. The infrastructure was bad because of the constant barrage of US businesses that ripped them off. For example, Trump stuck taxpayers in Puerto Rico with a $33 million bill when his golf course venture failed. The Navy was “kicked out” because they were testing munitions that were causing VERY high rates of cancer.
