Can he just order it? The 27th Amendment says that if they vote themselves one they don’t get it until after the next election.

Actually, Congress automatically vote themselves a pay raise without any approval from anyone except themselves

To make this clear once and for all: President Obama did NOT order pay raises for Congress! He ended a pay-freeze for all federal employees which had been in effect for two years (you may call that a mini-stimulus). Since the income of Congress is linked to the income of federal employees (to prevent them from raising their own salary through the roof) it was inevitable that Congress would get a little raise too. I hope everybody gets that now!
