The sign says no dogs (plural) in park; Louie is only one dog, so it does not refer to him.

Slightly recycled, and not quite as good as the original. Just this last weekend I was looking through some old strips and saw one where the Captain was telling Louie and Raymond to stay in reverse or drive the whole time they were there.

In all the years that I have had dogs, and seen similar signs in the parks around my home, I have yet to meet any dog that can read the signs.
