Nancy was created by Ernie Bushmiller in the 1930s. Since 1995, the strip has been drawn and written in Bushmiller's classic style by Guy and Brad Gilchrist. Nancy is famed for its gentle humor and surrealistic sight gags. Nancy's childlike innocence never wavers. She remains a devoted friend to her pal Sluggo, and can be, depending on the situation, a conceited prima donna or a fun-loving, cute and cheeky little girl.

Out of complete ignorance I ask this question… does one refer to a Protestant bishop as “Your Eminence”? I know the RC’s do, but if Bishop Bushmiller is RC, where is the Roman collar?

Collar is a choice for a Roman Catholic priest. Even bishops are not supposed to wear it all the time (at least, in Europe).
By the way, of course you CAN lie to a RC bishop. If you “confess” your lie later (even to the same bishop), you get forgiveness for you sin. That’s a good deal, isn’t it?

I was mostly curious about the title, but as far as the collar is concerned, is it an option when he is in “full uniform” like Bishop Bushmiller? That’s why I guessed that Guy drew him that way… hence the question about the title.

The words actually used in the strip are “Bishop” and “Excellency”; together, we can deduce that the Most Reverend Bishop Bushmiller is an RC bishop (or conceivably Old Catholic, who broke away, mostly about a century and a half ago, mostly because they couldn’t accept Papal Infallibility; or else one of the recent sects that hate the Vatican II reforms so much that they have broken away to start their own churches, with their own “popes”—but I think we can rule out both of those possibilities). Any other sort of bishop isn’t addressed as “Your Excellency”, and any other sort of “Excellency” isn’t addressed as “Bishop”.
