Must be the 50s. Looks like she is wearing a “sack” dress and a “pillbox” hat. Also, of course, using her feminine wiles to grab a seat on a crowded subway car!

That ploy wouldn’t work today, because it’s every man or woman for himself (or herself); but when the strip was published, it would rarely have been necessary. It was common and expected in those fdays for a gentleman offer his seat to a lady. Jeff was just being rude, or he would have stood up, tipped his hat and allowed the lady to sit down without her having to resort to such obvious subterfuge.

Well I still give up a seat for a lady or hold a door open and I always will. Most ladies say thanks, a few throw it back in your face but mostly I just get trampled in the stampede through the door.

It’s possible that she didn’t notice her hankie falling and thought Jeff was offering her his seat! Our etiquette teacher taught us never to pick up a lady’s handkerchief but to point it out to her on the ground; ladies wouldn’t like you touching such personal objects but, of course, Jeff is wearing gloves…
