De Beaumont doesn’t think anything. He did not draw this comic (ever).
Looks like the recycle has finally started over again. I remember this one. It wasn’t that funny the first time I read it.

Some cities first began experimenting with rent control laws between 1919 and 1924. However, the use of rent controls did not become widespread until the period following World War II, when housing was scarce for nearly everyone. The Rent Stabilization Act was passed in 1969. Many communities which were once governed by rent control laws have since repealed those laws via referendum.
Since the cartoon appears to be using one character who appears to be Italian, I would guess that this COULD have been penned BEFORE World War II. In the midst of World War II and for a number of years following - characters with German, Italian and/or Japanese backgrounds pretty much disappeared from most U.S.media - except when they were the “bad guys” - because of the animosity created by the fact that the U.S. was at war with Germany, Italy and Japan.
However, this particular cartoon could ALSO have been originally penned after about 1949. By that time, cooler heads had begun to prevail and a growing majority of Americans were able to admit that there WERE families of German, Italian and Japanese heritage who HAD been in the U.S. PRIOR to the war and who were sincere and patriotic U.S. citizens whose contributions to their communities had been beneficial all around. From the style of the renter’s clothes, I would be inclined to believe that the cartoon was not drawn much later than 1949.

Reminds me of the man who complained because his roof leaked when it rained. He was asked why he didn’t fix it when the sun was shining…he replied it didn’t leak then….
