    A. I guess Steffi doesn’t understand our trade deficit. We’re REALLY sticking it to the rest of the world. B. If Steffi is so repulsed by the US of A, why doesn’t she renounce her citizenship and move to another more perfect country? Or, she could jut call herself a “citizen of the world”. If someone would give her a passport. C. Since the current President is half black, shouldn’t the imperialist in the toon have darker skin? Obama is turning into Bush Lite, much to the consternation of the liberals.

Definitions are central to a thesis, especially when the meaning of central terms are left open and fluid. “Imperialism” or “capitalism” in a classic sense? In the context of studies in class struggle? If so, which version/brand of class struggle theology and how does it so define the thing?
    .
Is there something specific in mind? Or are the terms merely proxies for “stuff other people are doing that I don’t agree with”? Depending on the stretch, you could be classifying the latest single by Taylor Swift as a WMD.

    … which is plausible.

Is the observer to perceive “imperialism” as a uniquely American trait? Or is Uncle Scam himself a blunt proxy for all first world / democratic states? – and they alone? Is it to be implied that trade agreements and foreign aid programs are uniquely bad, or only those that pertain to American actions? Or is the answer all and none of the above?

In the caricature, “Third World Johnny” rejoices in his freedom – but what freedom, and from whom? Does he really stand alone? or does a mustachioed optometrist chain him to a bloody ground? Of his oppressors, which one need he fear the most? Who among them is closest to his heart?

With neocolonialism, you get to leave a country “free” but under your domination. The proxies in govt kowtow to the host country that controls them. Turns them from self sufficient into a client state that sends food, furnishes cheap labor and even gives a foot hold to the external empire like the USA. From lilipads to full size bases as large as the Vatican worth billions of dollars.
    -
Venezuela lead the severing of IMF ties with the USA, which runs the IMF, and to be solvent instead perpetual debt.

Venezuela? Solvent? They might beg to differ, but the lights went out and they lost their service. They tried to fire up emergency generators but no one could find any gas. Someone did smell a suspicious odor, but it turned out to be nothing more than a shipping container full of expired meats.
    .
Of course, the authorities determined – unequivocally! – that this was all due to malicious plots hatched by the opposition (read: dirty rats!) to sabotage the functions of the state and reverse the Bolivarian Revolution.
    .
The opposition was called to respond but could offer no comment, as its radio broadcast center had been closed by the state, its spokesperson was recovering in a hospital from a vicious and completely unexplained beating, and its headquarters – a small, dirty hovel in someone’s backyard – was suffering from the effects of the recent power outage and a severe infestation of red-shirted Chavista militiamen.

The question in “neo-colonialism” is WHO’s control? The conceit here envisioned is that of America lording over a servile population of peasants, and being enabled to do so by the local government, which itself is abruptly dismissed equation as a mere “proxy” of imperialism.
    .
But why? Why does the poor wittle wocal gubberment allow the Big Bad Bullies to run riot over the place?
    .
The revolutionary’s conceit is that the bullies have the power and call the shots. The local government can no nothing but acquiesce. Remove the bully, and the local G will shower love and understanding across the land.
    .
Because – naturally! – the government CARES about the people and really wants to do what’s best for them and make the world a better place.
    .
    HA!
    .
    ROFLMA!

The local government is, more often than not, an autocracy. The leadership must feed the ruling class with whatever meat it can find or else it will be shot and replaced with someone who can.
    .
They prey on Paul to pay off Peter. That’s how it works.
    .
    .
And if you can sell Paul to Captain Imperialist for another thirty pieces of silver, so much the better! More meat for Peter!
    .
If the local government is a real democracy, it would never allow this kind of treatment, because in a democracy Paul has power. Peter has power. And if you want to stay as leader, you do not mess with power. You hit the weak. Punch the strong, and they punch back – and kick you right out of office.
    .
But if you have an autocracy, you have a strong incentive to go OUT OF YOUR WAY to encourage depredation, because Paul can’t fight back. So long as it pays off and doesn’t threaten your hold on power, it’s cool, dude!
    .
Thus, the local is not the enabler – the “imperialist” is actually the one enabling the local dictatorship to maintain its control and authority over the peasants.
    .
I will give you their souls, if you help me stay King.
    .
This dynamic pre-dates any concept of colonialism or imperialism.

Driving off the imperialist – by whatever means – will change nothing in the local scheme. The autocracy will find another buyer or do its repressive best to exact whatever blood might be turned from the softer rocks left behind.
    .
To break the chain, you must strike at the local government. It is there you must make a difference and it must be one of great substance, otherwise the political gravity will re-assert itself and drive everything back to its regular mean.
    .
There is no such thing as victory over power; there is only victory through power, and whether you have it or not decides the test.
