The GOP (well-funded by the petro industry) have been whining that Obama is actually enforcing the laws around fines for spills – which are proportional to the amount, which is why BP was so reluctant to let scientists measure the actual scope of the gusher. Because he has billed them now instead of litigating it, he is avoiding what happened to the Exxon Valdez – Exxon got whacked for a massive amount of money, which got reduced to a fraction by a friendly judge a few years later. Obama isn’t allowing that to happen, and he deserves credit for that.
