Though in the 19th century filibuster meant you could make your own army and capture someone else country in central and S. America. Later it meant taking many hours of standing talking to get what you want. Now you don’t even have to stand for hours on end saying junk and still get your way.

I would have just demanded a manager; THEN I would have laid Clare out. If you tell them why you want their manager, and you want the manager because of something the worker did, of course the worker will stall.
