    Don’t they come out to ‘play’ in the rain, and only end up on the sidewalk if they are unlucky.

    Actually, they come out DURING the rain because they can still “breath.” They don’t realize where they are but simply are moving around, looking for food and possibly a mate. They have to stay wet/moist, however. But in a rain, they’ll stay wet even above ground and some wander onto the sidewalk (or get washed onto it) and then get stranded when the rain quits. If they’re above the ground, they can easily go straight back down into it as needed. If they’re on the concrete, they don’t know enough to go sideways till they get off it.
