“Could” only means a possiblity.
The “Grand Tortoise” did not predict that Little Dog’s tortoise companion would get hit by a bus tomorrow.
When the dog’s friend went to see the old guy, the dog was no with him.
If what the Grand Tortoise said when the younger one was alone with him up on the hill was a real prediction, it wouldn’t include the dog nor the squirrel.
