   The ban was on groups that mention abortion. We still don’t fund the procedure. So be afraid of free speech, little babies! Be afraid of a world where medical options are discussed! Be afraid of growing up in a nation where women have access to birth control! Scary! Scary!

   And tjdestry is correct. This was called the gag rule because it denied money to any women’s clinic for anything if they to any so much as mentioned abortion. It would have been a simple thing to simply designate what the money could be used for. Instead it restricted them from even speaking the name for a LEGAL MEDICAL PROCEDURE.
