   He told a lie of omission. He knew that under the proposed law, in actual practice, illegal aliens would continue to get free medical care. That in and of itself is a good thing but it was dishonest to try and pretend it wasn’t true. He knew if he told the truth, the whole truth and nothing but the truth his plan would fail.
