    That’s probably because Philly cops can’t run radar traps.
    It’s true! PA has this wonderful state law that restricts radar use to “members of the Pennsylvania State Police.”
    Local cops have to use VASCAR or a rear pace speedometer. They have to follow you for 3/10 of a mile (1/2 km) in order to write you a ticket if they use a certified speedometer.

    Except as otherwise provided in paragraph (3), electronic devices such as radio-microwave devices (commonly referred to as electronic speed meters or radar) may be used only by members of the Pennsylvania State Police.
    (3)
    Electronic devices which calculate speed by measuring elapsed time between measured road surface points by using two sensors and devices which measure and calculate the average speed of a vehicle between any two points may be used by any police officer.

    Seriously, the “lie, lay” thing is a lost cause. My doctor tells me to “lay down,” so I go ahead and lay down.

    Non nit pickers released two convicted killers recenty because they didn’t look closely at forged documents.
    They let the Challenger blow up by not worrying about the effect of cold on seals.
    They let 9/11/01 people train to fly airplanes without bothering about landing them.
    They let people have mortgages they couldn’t afford,leading to a financial meltdown.
    They let a well blow out in the Gulf of Mexico by not following long established safety procedures.
    They elected (insert despised politician of your choice here) by not looking more closely into his/her/its background.
    They lay down on the job and lie in deep doodoo.
