The police no longer have a quota.
They can arrest as many criminals as they can find, now.
The problem is the judges who let career criminals bond out and, before they appear in court, they are arrested again for another crime they’ve committed.

No quota its called a performance expectation it all started after Miranda with oh he got off on minor technicality we need the tools to do our job the constitution and the courts are against us. But you are wrong there are some fine officers out there that try to do a good job but just like any other profession there are some that will lie cheat and steal to get ahead or worse to look like a hero . Google harris county texas crime lab they had tech’s that were fabricating evidence to convict suspects.

John Adams I believe said its far better for 100 guilty men go free than one innocent man be punished for what reason has he to behave himself .

Yet today its better that a thousand be found guilty than the chance that one go free. All to let a politician stand up and say I am tough on crime and have x number of convictions and zero exoneration’s . Guilt or Innocence matters not only that they can convict you .

I read the local newspaper everyday. There will be several stories concerning suspects being sought for various crimes, such as assault, burglary, armed robbery, rape, etc. The paper will print a photo, always a mug shot, and list his previous arrests. It can be 15-20 arrests over 10-12 years. No society should have to accept this type of behavior. When the police arrest some punk, they should check his arrest record. If they discover more than three violent crimes, they should just put a bullet in his eye, dump him in the gutter and call the meat wagon that goes around picking up dead animals on the street. Crime would decrease immediately.
