   Hey, obstruction is hard work! Reminds me a bit of our old chancellor, Helmut Kohl. Drove everybody potty by simply refusing to budge. Sat there til three, four in the morning until he got what he wanted. Didn’t hold his breath, just refused to allow bathroom-breaks when he was unhappy with how negotiations were going…

   Not quite – doesn’t say required. Constitution says (Article 1, section 8): Congress shall ave the power … To provide for organizing, arming, and disciplining, the Militia, and for governing such, …
   In the Second Amendment of the Bill of Rights, on the other hand, it says: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
   Nope. Not required there either.

   So, the Senate is responsible for introducing the budget… when Democrats are in the majority and the GOP controlled House isn’t doing their jobs… got it.
