The standard of “too close” is culturally determined. (For casual acquaintances, or strangers that is.)

North American and northern European personal space is much larger than that of S. Americans or southern Europeans. For some Asian cultures, anything short of touching is fine. (Even there, it’s generally not acceptable to e.g. attempt to share a stranger’s jacket, while they’re still wearing it. That would be just a tad too close.)
