Wait… If she’s looking for Ralston, why is Scrappy Lad running in the first place?
Edit: On second thought, maybe Ralston spontaneously whipped up a Scrappy Lad costume because he knew she was looking for him.
Gotta admit, this one’s unclear to me.

Seems like he saw her coming and jumped into a Scrappy Lad knock off costume

Who needs a phone booth?

And yeah, she’s got the hots for Ralston, and he’s always trying to avoid her. Meanwhile, Scrappy Lad is pining after her, and she detests him.
Ah, unrequited love!

I’d forgotten her desire for Ralston (I keep forgetting her name, as well…).
My first reading was, as I suggested, that Scrapster was running passed Ralston so fast that their clothing got exchanged (hey, it happens in cartoons), which led to the mental image of Scrappy Lad tearing down the street wearing nothing but a red bow-tie. Ralston’s look of shock in the first panel I attributed to his fear of an impending collision.
This other scenario makes much more sense. Thanx.
