Both gambling, dog fighting and cock fighting are very old and not illegal in every place in the past unlike today. So it has never been what some thought it was. Never.

Things feel that way because we, as a society, have become passive. The majority are silent, their voices diluted by politically correct speech designed to be “unoffensive”. Worse, we don’t demand better from professionals (in many different arenas) or ourselves.
