The truth is that difficulties right now come in part from 30 trillion in offshore accounts that effectively stagnates capital investment, due to perceived risks in market
Overly extended budgets from most citizens whom put their spending level at roughly same level as what they earn, as a result the second income taxes go up there will be issues.
There is no way (without resorting to stupid extremes) to force capital to be invested, nor is there any reasonable way to try and get people off of spending at same level of earnings.
Private sector should balance things out, just as regular economic cycles do.

If you want to help the economy write a proposal to your boss about how your company can use capital and make huge profits by leveraging cheap buildings. Abundent labor and so forth.
or if in management look to see what you could do with available capital
or if you are an unemployed citizen work to start a drive to get uninvested capital back into the economy
Capital flows to where there is opportunity for growth. Most investors and businesses don’t see that opportunity in today’s uncertain environment. There are so many undefined elements yet to be resolved that business would rather sit on the sidelines until they can know how to plan. Real or imagined, the costs of Obamacare, increased taxes and Dodd-Frank type of regulation are a big impediment for capital investment.
Actually there’s been a mutiny on board & our captain has been tied up. Boehner & McConnell are now running the ship off the cliff thank you very much.
Boehner is no officer, and the Speaker of the House is not the first officer to the President. Oh, and “stay the course”? That was the other guy, the one that got you into two unfounded wars to get ONE bad apple (which this President in turn actually got). Payne, Payne, Payne, you’re losing it day by day, and in public, what a shame…
