Personally, I think Biden is a buffoon. He does serve a good purpose though. He screws up so much he distracts people from focusing on Obama’s abysmal economic ineptness. Your reference to “W” just shows your usual denial of reality.

Welfare was completely abolished by Clinton in ‘96. Only single mothers got welfare, and, when they went in to pick up their checks, they were told, ’You have to fill out this form before you can get your check.’ They had to give the name of a man. In most states, DNA is inadmissible in Family Law court, so the man she names is legally the father and must support the woman (she can use some of the money for the kid(s), but that’s her choice).
While they’re tracking down the man, the woman can collect TANF, but the ‘T’ is for Temporary, and it’s for a maximum of a few months, or whenever Family Law orders the man named to pay, and the support awarded by Family Law is withheld from his paycheck by the IRS.
Welfare was mostly vouchers for food, housing, and medical expenses, so no beer or cigarettes. Now that all the money comes from the man named, the EBT card is good in liquor stores and cigarette stands.
So the Clinton Law is MUCH better: she can use the money from the man she named to buy beer for the man she’s sleeping with.
