It’s uninformative, saying only that “Steering is accomplished by handlebars which control a sideways motion of the drive belt.” At a guess this means the tracks were warped into a C-shaped curve. The turning radius must have been huge. As for riding that thing across “shell torn land,” it’s definitely one of the nuttier military ideas put forth.

I often find myself doing this (to myself not an orangutan) in a recurring dream.

Does anybody else have similar dreams or am I just weird?

First, I think that’s a rhesus monkey, a very contented rhesus monkey infant. Definitely not an orangutan.
Second, you’re not alone. I’ve had this contortionistic dream occasionally. So, you’re not weird. Or we’re both weird.
Strangely, confessing this does not make me feel all that grand.
