The thing on top of the kid’s head looks an awful lot like the Flying Sub from Voyage to the Bottom of the Sea:

It’s not a precise match, but it’s close enough that it could be a toy or model from one of the show’s contemporaries, such as Captain Scarlet, Thunderbirds, or one of Gerry Anderson’s other series.
As for the rest of that get up, it doesn’t look truly period-correct to me. I think it’s something thrown together in modern times and photographed in such a way as to give it a retro look. I could be completely wrong, of course.
Really though, I wish commenting was enabled on Frog Blog so I wouldn’t find myself burdening all of you here with this long tangent on which I’ve just gone.
