Any military member who would roll up the sleeves of his uniform in that manner deserves to have all of his military decorations rescinded.

Well, tell us the proper manner then. Is it only permited for drunk sailors when they step outside the bar? Hot humid days? Scrubbing before emergency birth proceedures?

There is never a reason to roll up the sleeves of the class A Army Service Uniform, because it’s only worn on formal occasions. If you’re going to be working, you’d be wearing a different uniform, such as the Army Combat Uniform.

A former pastor of mine was a dive bomber pilot in WW-II and chaplain to a destroyer flotilla in the Korea one. He had to wear the A uniform when boarding a ship and said it was always interesting to see the reaction of the crew. No one expected a chaplain to have ribbons for the Navy Cross, Distinguished Flying Cross with two oak leaf clusters, and Air Medal with three oak leaf clusters.
