   Yes they do. There were well-behaved dogs in almost every restaurant and pub we visited.

    Oh, I know—Europe is quite liberal when it comes to allowing dogs at pubs and restaurants.
    Back in the day, dragons were allowed to attend various markets and festivals provided we “behaved” ourselves.
