    Why not just do what they normally do? When no new orders are present, the old ones suffice.

    After finding out your entire government was a sham, losing men in a mob war, stuck in the attic while a political bout goes off, being hexed by otherworldly powers, I bet they’re a little fed up with the old orders.

    I love how they think!
    It’s not that the rats are evil-bad, they just don’t want to be punished anymore for someone else’s agenda.They do want to do their jobs, and they are trying to help Wally and Holly get out. What they need is protection against any repercussions that may arise later, either because they did their jobs without approval, or didn’t do them because there wasn’t approval.

    The rats have found a solution. They can’t be accused of disobeying orders, if they were threatend at gun (or grenade) point.

    But in the last panel they seemed to appreciate the fact that death may come for breaking the rules.
    An act of free will on their part, breaking the rules a little, so what.
