It's the End of Civilization as we know it. A mutagenic plague followed by a global war fought with disintegration weaponry has left much of the Earth a desert of fine powder and what remains of humanity fragmented into humans, animal-like mutants and bloodthirsty monstrosities with lots of teeth. The surface, still teeming with the mutagenic virus, has become the domain of the dreaded Topsiders; well-organized, technologically advanced, and heavily armed un-mutated humans sworn to exterminate mutations of any kind in order to clear the way for the eventual resurgence of a new, genetically clean humanity. Faced with annihilation, mutants and "impure" humans have retreated into the depths of the planet to form communities and hope to win, or at least survive, what may prove to be mankind's final war. Endtown is the continuing story of one of those communities.

Dottie’s a good sort, and close to the Mayor
No longer a Jacob there who would betray her
She’s now a reporter, and gutsy as well
The High Council (Albert included) can tell
For Dottie’s been featured in a previous twist
She voted for Albert’s life, then much at risk
And she won they day (though in fairness, t’was Petey)
Still she pushed for Al and Justine by entreaty
So now Dottie will dig and will uncover doings
Which will annoy high folks, and might lead to rueings
But her boss seems a good sort, and ready to risk it
When rats could toast both of them just like a biscuit

The newspaper is a good start. I am hoping that there is a bold large announcement first thing in the morning. Get some extra paper boys/girls to be sure everyone gets a copy. Make it sound like " What the *^(()^)43 is going on?"

I have a deep suspicion that Albert is not the only one sweating. With the High Council system compromised, what is to stop someone cutting off everyone in the 10 rooms. Each would assume they were the only sane one.
When they voted against the insanity they would assume they were the only ones, but I suspect that in reality all 10 high council members voted against the insanity and that Mr Allgood is the one controlling the system and voted 9 for 1 against.
After all even though serving is anonymous it would be so easy afterwards to find out who was missing from the population at the time of the votes. So it is easier not to be one of the 10 and then sow confusion as each of the 10 argue that they were not the ones responsible, while the hacker is not suspected since they were never missing from the Endtown population.
Probably a maintenance tech is responsible for installing a way for an external individual to over ride the system and gave control to Allgood.
