   If fang lived out in a sparsely populated area, he could get away with that. Most neighborhoods would call animal control.

   The problem with Fang’s reasoning is that the First Amendment has been ruled to mean that a person can choose whether or not to listen/read/etc. to that which is spoken/printed/etc. Since Fang is loud, people can’t even shut their windows to stop the sound.
