Zonker: Oh no.. not again.. anyone seen my Volkswagen? Mike, do you ever worry about a war under Reagan? Mike: No, not really. I don't think he could start one even if he wanted to. You see, only Congress can declare a war, and ever since Vietnam that's a prerogative it takes very seriously. Look what happened when Ford and Kissinger tired to intervene in Angola. Zonker: But wouldn't constraints like that drive Reagan crazy? Mike: Well, Congress is wise enough to know that presidents traditionally need to assert themselvevs, so it does make certain allowances. That's why Congress permitted Ford's Mayaguez debacle and Jimmy Carter's desert one. President's sometimes have to blow off a little steam, and it's important that they have an outlet. Zonker: Oh. Mike: It makes quite a lot of sense if you think about it. Zonker: So you figure they'll give Reagan his own commando raid, too? Mike: Sure. Look, if it keeps the guy out of trouble.
