re: russ.safety nets are one thing, but it used to be understood that it was “relief”, not a lifetime thing. .for example, in the 1960s, one of my relatives worked for the forest service (back when it was actually the forest service instead of burn-down-the-forests-like-the-sierra-club-wants) and a fellow also working there was on welfare. The idea back then was to get some useful work out of a person who couldn’t get a job..Even the Soviets required people to work, although the problem was “we pretend to work, and they pretend to pay us”..
