Absolutely true. BLM had a grant for $4million for NMFS. (Yes, one agency giving money to another… makes lots of sense). NMFS only used part of it (amongst other htings, several of our salaries), and the grant was pulled.

Well with all things considered I have to agree with Dogbert in panel 3. I am amazed that the human species has survived this long.
