No one’s quite sure. Some say it was a racist thing, objectifying Obama (“that one” as opposed to “one of us”), but I think it more likely that he had a brain short. Considering the way he was wandering aimlessly (and rudely) around the stage while Obama spoke, he seems to be having some trouble controlling himself.
