I always thought of Billy as a supposedly-eight-year-old boy in the body of a twelve-year-old and the mind of a fourteen-year-old sociopath. (Actually, at this stage he looks more like a ten-year-old. Although supposedly he didn’t age, Billy did grow throughout the years.)
