Lots of servers need tips to survive; in some states, tips are figured into the total of hourly wages. On top of that, the IRS taxes what tips it calculates you should have received, whether are you actually tipped or not.
Back in the day when I was a waitress, my hourly wage was $1.34 per hour (20+yrs ago). At the end of my shift, I was forced to calculate 20% of my sales as tips for the IRS. If everyone only tipped 10%……you get the idea. The current waiter wage is up to $3 something per hour. In the state of Mo. they still have to claim 20% of their sales as tips. If you go out to eat, you need to figure the tip into the price of the meal. These people live on their tips, not the money they make in their checks. I do not think that bad service deserves a good tip, but if your $20 burger isn’t any good, please remember that the waiter didn’t cook it.
If the resturaunt is dirty and the ambiance is that bad, you should report it to the manager. That is the person responsible for everyone else in the establishment. However, you chose the resturaunt and chose to stay. If the service was good, then yes you should tip.

Some places insist that all tips are pooled and then shared out at the end of the week. At least that’s the theory.
