The real problem was when they gave the Corps the money to do all those projects in the FIRST PLACE! That’s why many of them up-river are being taken out to restore “natural” flood events and decrease intensities downstream. Channelization is NOT the best idea in most areas, and has done huge damage, leading to MORE damage.

No one living in the Atchafalaya drainage is unawares of its being used as a flood release when needed.
