Unless that’s a zero, that is an “Ø.” It’s pronounced in most North Germanic languages as a hard, long o-sound, like “OO.” Kind of like a stronger version of the French “eu” letter combination.
HOWEVER, that is more likely a zero. 0 and O are very similar looking, so zeros may have a line through them in some handwriting styles or computer fonts so as to differentiate.
