The tragedy is that Obama’s relatively weak financial reforms, designed to prevent future bailouts from being necessary, are being reversed by the Republicans. They’re trying to cut off funding, and are working to repeal it; and by irresponsibly holding the debt ceiling hostage (despite the huge deficits in their budget plan), they might get their way. That, in every sense, is a vote for future bailouts. But the Republicans are in the pocket of Wall Street, so no surprise there.
