Easy: Spending increases of party A, to reduce deficit of party B. Let’s say party A is The Middle Class, and Party B, the millionaires. Party B needs to reduce their deficit. The middle class (A) can easily afford increased spending so that the poor millionaires (B) don’t have to pay so much. Makes sense, right?
