It’s not true to say that there will always be sexual harassment, at least if that implies that therefore we shouldn’t do anything about it. If there is a permissive atmosphere, people will do what they think is acceptable and what they think they can get away with. If it’s clear that sexual harassment is not to be tolerated, and if people who are harassed are given proper legal and moral support, then there will be a lot less harassment.
