As much as I hate to agree with a cat, it has to be under. Time was it didn’t matter, but since they made the tube bigger to sell you less without you realizing it (sometime since I was a teenager), the larger tube allows the roll to shift when you pull. With over & a full roll, when you pull it tends to slide back against the wall, leading to a one-sheet-tear-off tragedy; with under it slides away from the wall for a free, unencumbered unfurl, and all is groovy. It’s simple logic, folks.

Actually cats like the roll over the top so they can help out by conveniently rolling all the paper on to the floor for you…

Dogs spend more time in the “oval” office.

I notice Ralph is with the cats – not live bait for the dogs.

My wife and I don’t care if it’s “over” or “under.” We always place it upright on the horizontal holder. Easier to handle that way. BTW, when I was a university professor of business, I was talking about a study done by a toilet paper manufacturer. One of my comments was “Women use a LOT MORE toilet paper than men.” A pretty girl in the back of the room raised her hand and asked me “Why is that?” I was too embarrassed to comment. The class roared with laughter. An unforgettable moment in my teaching career. (I’m retired now and still enjoy comics. Been reading them since my first Walt Disney’s Comics and Stories back in 1944 when I was 4 years old. That was the first year I ever tasted Dr Pepper, and I’ve been a big fan of both Dr Pepper and comics ever since!
